It was planned to make the waterfalls the source of fresh water for the town. But this plan could not be completed due to the rule of the cruel Khmer Rouge regime.
In 1997, Kbal Chhay was made a developing zone to attract investments. In 1998 the area was rapidly developed by the Kok An Company. The company constructed roads and transformed it into a tourist resort for international and local tourists. Presently the Water Source of Kbal Chhay is used by the government as the clean water source for the town.
