The construction of the House of Culture in Arica started by the order of Jose Balta, the Peruvian President in the year of 1874. A workshop was called before the construction of the building by the renowned Gustave Eiffel. This building was built to replace the previous one, which was destroyed during the 1868 earthquake. The House of Culture at Arica was declared as the National Historical Monument by the government of Chile.
