Established in 1936, it is situated within the Mississippi Flyway that extends from Canada to the Gulf of Mexico. The refuge is spread across a total area of 4,488 acres of land and water within the flood plain of the Illinois River in Mason County in Illinois. It also includes the Lake Chautauqua with around 3,500 acres of water. Apart from the 800 acres of water and timbered bottomland outside of the impounded area, the remaining region consists of upland and timber.
